Surveillance video shows a 17-year-old black man wrestling with staff at the Wichita Boys Center last fall, before his death, and then detained face down for more than 30 minutes.
Late Friday, Sedgwick County released 18 video clips of what happened before Cedric Lofton was taken to the hospital on September 24th. He died two days later.

Bennett said he was struggling to justify manslaughter, but concluded that it wasn’t.

One video shows several police officers taking Cedric to the Sedgwick County Juvenile Intake Assessment Center and being detained in what is called a rap.
The sheriff’s office describes it as a way to detain “out of control” people so as not to hurt themselves or others.
Bennett reported that Cedric became delusional and hallucinating.
His adoptive father said the situation worsened after the teenager attended the funeral of his grandmother. At the recommendation of a caregiver official, the caregiver’s father drove Cedric to a mental health provider, but he left.
When Cedric returned home, the caretaker official told his adoptive father to call the police. However, a teen at 5 feet 10, 135 pounds resisted police officers who responded to the house and assaulted at least one, Bennett’s report said.
Bennett reported that the rap was removed at the Boys Center. Unrestrained Cedric left his cell and tried to grab a computer monitor from the intake.
The video shows that he is resisting attempts to return him to his cell. At some point, he can be seen hitting the employee’s head.
The video shows that detainees are wrestling with Cedric in a cell and more employees are coming to help. The camera does not show the near angle of what is happening in the cell.
Bennett reported that the staff tied Cedric’s ankle and placed it on his stomach on the floor. He reported that teens sometimes “tweet”, he was yes, staff should commit suicide, and he would make them “hexadecimal”.
After calling to take him to the hospital for a mental health assessment, the staff noticed that he was not breathing.
KSNT reported that after a teenager spent about 30 minutes face down in a cell, the video seemed to show that the worker was flipping him over on his back. They finally start CPR and rescuers arrive.
