    On the surface, the controversy over the condition of the gravel road may look like a small mess between the contractor and the local government. It’s a small potato, compared to the much larger municipalities and parishes used for much larger projects. But for those who live in the countryside of the Parish of St. Helena, that can be a big problem.

    Imagine an RV-sized hole on the road or street you live in. Imagine a company and local officials making a fuss about how the hole got there and who is responsible. Imagine someone just wanting to fix something sorry so you don’t have to pay for new tires or alignments.

    Not far from the Livingston Parish Line, there is such a huge hole in the parish Nesoms Road. There are not many people or developments in St. Helena. The adjacent parishes of Livingston and Tangipahoa are like major metropolitan areas compared to St. Helena. But no matter where we live, we all want a quality life.

    A St. Helena police judge spent $ 258,000 to resolve the issue. But that wasn’t enough. The parish repaving work could not bear the weight of the gravel trucks on the road.

    Frank E. Johnson, chairman of the Parish police jury, said the gravel mining company Louisiana Aggregate was responsible. This is partly due to the failure to obtain appropriate permits from the Louisiana Department of Environmental Quality. However, the records show that the company has applied for a permit. The company said it wasn’t the fault, meaning they didn’t know what they were doing when the parish tried to build a good road.

    St. Helena needs business and commerce, and gravel manipulation is part of meeting that need. But this happens without strong buildings, land, zoning guidelines and legislation. No matter who did what, when, why, or how, this particular problem will be resolved by the parish.

    It underpins a restricted free-market economy, like it happens in the absence of existing conditions such as public roads.
