Oklahoma City (Free press) — A second detainee in Oklahoma County Detention Center (OCDC) or prison was found to be “non-responsive” by detainees and nursing assistants around 8 am on Monday.
All efforts by the staff, and subsequent firefighters, have failed.
“The detainee was identified as Winfred Lowe DOB 04/18/1964,” an OCDC statement said late Monday. “He was put in jail on March 30, 2021.”
The statement further states: “Raw had continued medical care in prison medical facilities throughout his stay. He also stayed in the hospital for about 100 days.”
The staff who found Rowe in his cell were following their routine drug passage.
The state coroner’s office makes the final decision on the cause of death.
