    Federal energy regulators have recommended stricter cold standards for power plants and natural gas supply networks after investigating power outages that crippled Texas during the February freeze.

    In a preliminary report released Thursday, the North American Electric Reliability Corporation, a non-profit organization that helps set the Federal Energy Regulatory Commission and utility best practices, says what millions of people in Texas are. The day also outlined the reasons for the Cascade accident, which lost power, and killed more than 200 people.
