Business owners say the ongoing cycle of property crime in the Jade area makes their communities feel targeted by criminals, out of police service, and financially powerless.

Despite the low level of staff, Portland police have promised to hire officers during overtime to assist in missions with neighborhood response teams and address concerns raised by the community.
