The proposal announced on Monday will change California’s current net energy metering program. This allows residential PV customers to sell unused energy back to the utility at retail prices. It is usually a big discount on their energy bills.
State regulators and major utilities say it means that home PV customers are not paying a fair share of the costs of operating an energy grid.
