Sacramento, California (AP) — They are using ventilators as California orthodontic authorities have begun limiting medical parole to prisoners only.

They cite changes in federal regulations as a reason why prisoners with quadriplegia or other severe permanent disabilities can no longer enter nursing homes.

A lawyer representing the prisoner said that one-third of the 210 permanently incapacitated prisoners on medical parole could be sent back to prison.

According to federal agencies, California can switch to other care facilities that do not meet the same guidelines as nursing homes.

A state correction spokesperson said a new surveillance program for these facilities needed to be established.
